Care Call and Telecall - Care Call provides an emergency response service at the touch of a button 24 hours a day, 7 days a week , 365 days a year. Our Telecare system uses a series of sensors to monitor for potentially dangerous situations in a residents home, such as floods, fire, gas leaks, falls, and intruders and responds appropriately.
6. What is the projected level of need?
The Boroughs biggest demographic change is the number of people age 65 and over. Between 2018 to 2020 the number of people in our Borough ages 65 and over is forecast to increase by 6,000 (19%), with those aged 85 and over increasing by 1,500 (41%). Increasing life expectancy means the number of older people with learning disabilities and physical disabilities, dementia and long-term conditions will grow. This will have major implications for housing, health and social care services, particularly as the vast majority (80%) want to continue to live in their current home with appropriate support.
Housing need (were appropriate with housing support)
The Strategic Housing Market Assessment estimates a net additional affordable housing requirement of 560units per year (between 2018/13 – 2018/17). The Council’s Core Strategy has an affordable target of a minimum of 100 additional affordable homes per annum. 80% of new units are for 1 or 2 bedroom dwellings.
There are 66 people with learning difficulties who have been identified with a housing need in the next 2-years and a further 112 clients identified as potentially requiring housing provision in 3+ years.
Adaptations (and related) services.
There is considerable pressure on the Disabled Facilities Grants budget. As at the end of September 2018 there were 138 clients on the waiting list for disabled adaptations and a further 203 referrals are expected during the remainder of the financial year. It is estimated there will be 220 clients waiting for adaptations by March 2018 with a shortfall in budget provision of £900k.
Improving conditions in the private rented housing stock.
By 2018 the number of requests for services to deal with unsatisfactory housing conditions in the private rented sector is predicted to rise to 1,374 (an increase of over 100% since 2018).
7. What needs might be unmet?
Additional units of affordable housing required - to address the identified shortfall for both general needs and specialist accommodation (for a range of client groups including general needs housing, older people and vulnerable residents).
Funding for services which enable individuals to remain independent in their homes for as long as possible:
Disabled adaptations (to meet waiting list demand), Care Call/Telecall (too sure the service keeps up with technological advances) Housing related support services (to ensure vulnerable residents receive appropriate housing support to maintain independent living).
Funding to address poor property conditions in the private sector housing.
To reduce the number of Category 1 hazards / increase the number of private sector homes reaching the decent homes standard To reduce fuel poverty.

9. What do people say?
Consultation with year 12 and 13 pupils (at Abbey Hill School) with a learning disability - provided a clear statement about the ambition of young people with a learning disability to live in supported accommodation or independently. Whilst traditional residential care is not part of these young people’s thinking about their future accommodation.
The Tees Valley Strategic Housing Market Assessment (2018) identified the vast majority of older people want to continue to live in their own homes with support when needed. The research also identified the need for small units (1/2 bedroom) to meet the housing needs of households within the Borough.
The Private Sector Stock Condition Survey (2009) identified a number of difficulties faced by owner occupiers in relation to undertaking improvements to their properties. These included difficulty in obtaining advice, in appointing builders, in undertaking DIY and in obtaining money. Over half of the survey respondents expressed an interest in using a service that would help them to get their home repaired.
Affordable Rural Housing Needs Assessment (2018) indicates an affordable housing shortage (net annual shortfall of 27 units).
Care and Repair England asked older people across the country what is important about housing in older age. Their leaflet ‘A Housing Manifesto’ (2009) details the key messages received, some of which are:-
To enable older people to live independently in their own homes To have homes that are safe, secure and warm, To have access to practical help with repairs, maintenance, adaptations and low cost equity release schemes as many of the common chronic health conditions such as heart disease, strokes, respiratory conditions and mental health have a link to housing.
The Living Well at Home Inquiry (2018) and Care And Repair Reports highlight the main areas older people want advice and information on their housing:
Advice on moving – often around a crisis such as a bereavement or a fall Advice on staying at home and being able to deal with disrepair, adaptations, benefits and finances To know the options and their implications – ‘should I stay or should I go?’ General housing issues – housing rights, housing benefit and income issues.

A Mencap survey (2018) showed that most people with a learning disability want to live independently – either by themselves (43%), or sharing a home with friends (30%).

What does the Homelessness and Housing Solutions Service do?
Try to assist you to keep your existing accommodation, Help you explore your housing options, Give advice on the council's statutory duties, Provide temporary accommodation to those who meet qualifying criteria.
What services can Homelessness and Housing Solutions offer?
The Homelessness and Housing Solutions Service offer a wide range of services to help people who are homeless or likely to become homeless. Where possible, we aim to make sure nobody actually becomes homeless. We do this by providing advice at an early stage about what legal rights you may have to property, solutions to resolve a threat of homelessness and any housing options available to you.
Who can the Homelessness and Housing Solutions Service help?
We are able to provide advice to anybody who approaches the service. In some cases, we will give you information about other specialist agencies that may be better able to help you.
Our aim is to prevent homelessness whenever possible and we will help you to keep your current accommodation, if appropriate, whenever we can. Some of the ways we can help are listed below but not limited to:
If you rent your current accommodation, we can advise you on negotiating with your landlord to delay or to stop you becoming homeless, Referral for benefit advice to maximise your income, We can refer you to other agencies for advice and support, Help and advice with paying your mortgage, Offering advice and assistance if you are affected by domestic violence, Referral to tenancy support services, Referral to supported housing schemes, Help to find accommodation in the private sector - Please do not make any financial commitments without prior agreement with an officer from Stockton’s housing team. If the service does not agree that the property is acceptable for you to move into, any potential offer of financial assistance will not be honoured. Therefore do not pay any fees until you have agreement from your officer.
Are you homeless or at risk of losing your home?
Being homeless doesn't just mean you have nowhere to live, you can be homeless if:
You have accommodation but you cannot return to it because you, or a member of your family would be at risk of violence, You have accommodation but have been restricted entry by your landlord or other persons, You have accommodation but it is unreasonable for you to continue to live there, Your accommodation is a movable structure, for example a houseboat or a caravan and you have nowhere to put it legally.
What we will do when you contact us?
Losing your accommodation can be a difficult time but most people do find somewhere else to live. The longer you leave it, the harder it will be to find a new home.
We will ask you questions about your present position and give you some initial advice. If we think there is a real risk of you losing your accommodation or are presenting as homeless your officer will find out more about your circumstances. Our main aim is to help you to stay in your current accommodation, but if this is not possible (for example if you are suffering or at risk from domestic violence) we will give you advice and help to find you somewhere else to live. We may put you in touch with other agencies for them to help you.
What if I am homeless today?
Some applicants will qualify for emergency accommodation. We will only arrange this if we have reason to believe that you may:
Will the Council have to house me if I am found to be homeless?
We do not have to find housing for everyone who is homeless or threatened with homelessness. The duty owed by us depends on the following set of legal tests. These are whether the applicant:
Is actually homeless, Is eligible for assistance, Falls within one of the priority need categories, Did not make themselves intentionally homeless, Has a local connection with the Council where the application is made.
